IT in Bihar - A Letter to the CM

Dear Nitishji,

I am sure you must be going ahead with such a programme. However, I feel like reminding you that in today’s condition, IT and ITeS including the BPO, LPO, And MPO, are the businesses that can come up anywhere. It doesn’t require heavy investment too. If smaller places such as Jaipur, and Mysore can go for this in big way why can’t Bihar have these in Patna, Muzaffarpur, and Bhagalpur that are having engineering colleges for many years.

Bihar has got a large number of expertise in legal and medical areas. BPOs covering these areas can certainly be set up. But firstly it requires that you and your team must be convinced about this. Please depute someone even an outsider to help you in developing BPO in Bihar. It is a full time job with a long-term strategy and plan in place. You may appoint a minister for the job. If you look into the history of West Bengal, it was not having this sector till Jyoti Babu was in charge. Now Bengal is going in full steam.

As the first thing, please call the directors of the engineering colleges and ask them to have some incubators. Please provide the necessary fund to them. Do also ask them to increase the capacity by three times or more than today’s figure. They can run shifts. They can use retired persons from industry or defense even for teaching, if necessary. Let them be consultants and earn experience and money too.

Bihar is providing huge lot of manpower to the IT sector. I am sure that some of them if given proper encouragement can be entrepreneurs too. If Bihar can start providing the trained manpower in plenty, the investors in the sector will start coming on their own. But initially, please put your personal networking and those of your friends and even of your political foes who get the entrepreneurs for Bihar.

You can get reputed educational institutes or business houses set up international standard in major towns of Bihar. What do we require today as qualification for entry-level jobs in BPOs - it is just fluent English and a little knowledge of computer? I am sure if you help many Biharis will get employed in state itself and their earnings will automatically bring prosperity to many families.

I am sure, I have not said anything unwarranted?

We read now-and-then that the Bihar government, under leadership of the Chief Minister, has taken decisions to set up premier educational institutions in Bihar. That's the first step and we all appreciated this. But what after that? The development cycle must complete and evolve thereafter. This will in fact also stop outflow of Bihar's money.

We know that the Bihar government has now been trying to attract different industries (sugar, food processing, hospitality, health, etc.) but it must acknowledge the fact that attracting the IT industry to Bihar is equally important. This will bring the new dynamism and will help change the perception of the world towards Bihar. It must be understood that it's a lot easier to attract and in fact start an IT based industry in Bihar. The main apparent reasons behind this are:-
Relatively less investment required for the startup.

Comparatively cheaper infrastructure (land, water, etc.) is available in Bihar.

Big pool of educated talent available in Bihar. This is the same talent who go out and do wonders not only in India but across the globe and bring glory to the motherland.
Lower labor cost.

IT industry can be setup in any place (not geographic dependent but needs the connectivity to the world).

Large number of existing professionals (many of them having Bihari origin also) available in IT industry across the globe to support this cause.

It's just not me who is aware of these facts but the perspective investors also must be equally keen on it. But yes, every investor would like to assure the protection of their interests. The government must get the conducive system in place for all these. We know that TCS is assisting Bihar in e-governance. So why the Bihar government not trying to convince them to take the initiative of setting up a flagship IT industry in Bihar? Or why now pursuing Mahindra who also seems to be pretty interested.

Today people from Bihar are helping out everyone generating wealth. Now the time has come when they shall get opportunity to do the same in Bihar also. We collectively have to put our best foot forward towards development of Bihar. Bihar has already lost a lot of time. It's time to act fast and make up for the lost opportunities. We need to grow from all dimensions. We are eager to make Bihar and India proud. - V. Joey - Oct. 29, 2006

Bihar has enough potential to become a model for the other Indian states (instead of following their models). Keeping the long-term goals for the state in mind, there are a multitude of areas of research and development where we can be the leaders. In his other articles, the author has discussed the potential areas of growth more “suited” for Bihar (and India). IT Services business (as service providers) is useful only to bring short-term investment. Not that we ignore it completely, but it should not be high in priority. It depends on whether we are thinking of the next election or the next generation. I may be wrong, but this is my view. - Kumod Jha - Nov. 1, 2006
