Bihar Needs an Academic Overhaul

For developing Bihar or any other places, strong and well organized higher education system is a must and it's also true that the slope down journey of education system calls for multifaceted deteriorations. With poor and sick higher education system, related state fails to utilize its own human recourses in full which in turn strangulates the developmental issues. There are many problems with the existing higher education system in Bihar and it can not be solved without proper planning and serious correcting measures. Recently one of such corrective measures taken by Patna University raised a great hue and cry that ultimately led to intervention by the Hon'ble Governor and Patna University had to do corrections in the disputed academic calendar.

Firm implementation of the academic calendar will correct session delays which is one of the biggest sickness of almost universities of Bihar, however, before mitigating the other linked problems such as admission on time, completion of teaching on time and change in evaluation system, true implementations of such calendars will be difficult and troublesome. The oppositions by students can not be said totally baseless and it should not also be taken as indicative of motto that students do not like to get in and out of university on the time. Student might have thought in mind that without ensuring improvement in all other related factors such as quality of education, infrastructure, completion of teaching of syllabus on time, etc. how university can impose examination on time?

In the last fortnight much of the opposition were raised by student for the gap in the examination of different papers so that they can get enough time to refresh memory with so called VVI topics. It is not needed to describe situation during other examinations such as intermediate and matriculations. One can see crowd outside the examination centers to understand the situation and newspapers are full of related reporting during examination time. The existing examination system is closed book system and to the larger extent it is the testing of memorizing capacity. It fails to test, in full, the skill learned and thought developed in individual while passing through a course. After the test, the process of evaluation of the answer books is not also less dilatory. Late session, late evaluation all lead to big delay in the career of outgoing students. The most amazing fact is that demarcation done by universities are of very limited use. For example, if a topper of Graduate/Post Graduate examination goes to bank and asks for a job, will he/she get it on the basis of previous demarcation given by university? Answer is not. The whole thing is that the said demarcation by one institution, which is indicator of your vomiting capacity what you ate in last one or two years, does not suit to other. Most of the prestigious institutes, job providing commissions have their own demarcation system. So what's the use of demarcation given by university at the cost of time?

If we keep in view testing the skill, thought, creative power, intuition developed while going through a course open book examination and semesterized course structure will be helpful. Open book system examination is like problem solving in real life.

In real life if somebody faces problems he/she looks for available resources and tries to find optimal solution. Finding an optimal solution consumes skill, capacity of manipulation, knowledge consumption, thinking, perception as well as memory. In many developed countries open book examination has been adopted. However, in the open book system of examination the responsibilities of educators and question setters are great. Asked questions must be aimed to test skill and capacity of using knowledge from book as well as from memory to solve problems in the given time span. It should never be a golden opportunity to copy the matter of books into answer book.

The other important thing is that most of the courses are not semesterized which restricts scope of examinations to some very very important topics and students concentrate only on them to secure good marks in the examinations. The semesterization of all courses at the university is necessary to achieve the real aims of taught courses. Then it will be possible to evaluate students by educators, one who teaches the course, as well as external evaluators, who examines only answer book and has never come to know the skill of the examinee. In the current system of evaluation, as practiced in almost universities, a course teacher has no role to play in the evaluation of student to whom he/she taught! It should be. The teacher who teaches the course must be asked to evaluate his/her own students.
