Last
year in July, when I met Hon'ble Union Minister
for Fertilizers and Chemicals and Steel Sri Ram
Vilas Paswan to request to push the matter of
establishment of an Indian Institute of Science
for Education and Research (IISER), he said
about his efforts to establish National
Institute of Pharmaceutical education and
Research (NIPER) at Hajipur. He also promised to
bring an IISER in Bihar. (see
here). The determination with which he
said about was crystal clear reflections of
truth at that time too and now it is a fact that
NIPER is coming to Bihar. The other tentative
places for the establishment of a NIPER are
Hyderabad, Ahmedabad, Kolkata and there is
already first NIPER at Mohali (source).
Thanks to sincere efforts of Paswanjee that made
it. He has done justice to Bihar by bringing
such a prestigious national institute. NIPER is
a national level institute in pharmaceutical
sciences like IISERs or IISc for Science and
IITs for technologies. NIPERs have been marked
as Institute of National Importance by the
government of India. The existing NIPER in the
country serves as Center of Excellence (COE) of
international repute. It provides excellent
facilities for advanced research and education
in pharmaceutical sciences and technology. NIPER
provides special emphasis on master, doctoral
and post-doctoral courses in different areas of
pharmaceutical science. Undoubtedly, people with
aspirations to do some excellent work in this
area will get opportunity in their home state.
What one can hope in the whole is that presence
of NIPER will create special impacts on the
research and academic activities in the area of
pharmaceutical science and technology. It will
certainly call for industrialization in the
related area which in turn will create job
opportunities too.
Other central ministers from Bihar should also
give such gifts to Bihar. That will add fuel to
the vehicles of developing Bihar. I also hope
Paswanjee and other central ministers will not
ignore the issue of IISER for Bihar.

Really opening of an NIPER is very
good news for Bihar and Sri Paswan
has brought a big gift for Bihar.
Dr. Prasad has been trying his best
to raise the issue of IISER.
PatnaDaily has published many
related news too. Unfortunately,
awareness for such institution in
Bihar is very less that is why
matter is not gaining public
support. Everybody likes to see
their political representatives for
personal work. Very few people works
and request political figures for
such causes. who cares? Dr. Prasad

Dr Prasad deserves praise from all
the Biharis who wish to see the
state prosper. Whether IISER comes
to Bihar or not, we are going to
have many National Institutes now in
Bihar. A NIPER, an IIT, AIIMS and an
International University at Nalanda.
People of Bihar and state govt
should make all effort to see that
these institutions flourish and
become centres of excellence which
attracts talents and researchers
from far and near. Which really
means that these institutions
maintain good academic environment
and living conditions in and around
these institutions.
Some of the existing institutions
which are languishing should be made
vibrant. Patna University is one of
them. Its Science & Arts colleges
have lost glory over a period of
time. It needs to be nurtured to
become a centre of excellence and
may be a Central University. Another
very good institution which is
missing people's attention is Indian
Agricultural Research Institute at
Pusa. It has got vast resources - a
very large farm and an Agricultural
University close by at Dholi. This
institute should be provided with
more funding and resources to
conduct meaningful research and
devise means to take the research to
farmers.
It may be my wishful thinking, but
it will be good if politicians shed
their differences when it comes to
development of state. If present CM
or Paswan ji does something good for
state he should be complemented even
by his opponents. Similarly even
after ignoring state's development
when he was CM , Laluji today tries
to do something good for state he
should be complemented. Perhaps
exposure at national level has made
him wiser. If politicians want to
prove themselves better than their
opponents they should do by doing
better things for people of this
long languishing state. I see some
silver lining visible now and let us

Now after the outstanding
performance of the rail minister, he
could now continue in this vein thus
refraining from publicly denouncing
the current government of Bihar,
entertaining the secular members of
the community and engaging in the
SOUR GRAPE syndrome of politics. I
thought that politicians did that in
