Nitish Kumarji,
I was shocked to go through a report. As per
that report, there are as many as 11 districts
in Bihar where out-of-school children in the age
group of 6-14 are more than 50,000. Bihar has a
total of 6.96 lakh out-of-school children. Bihar
naturally has the maximum number of such
districts in the country. Even Orissa and Assam
are better placed.
The 11 districts are West Champaran (89,113),
East Champaran (74,343), Madhubani (85,820),
Katihar (70,100), Madhepura (61,073), Samastipur
(55,503), Begusarai (55,183), Patna (rural)
(52,584), Khagaria (52,079), Nawada (50,481) and
Gaya (50,236). I am sure you also will be
equally concerned.
I know your ministers and concerned bureaucrats
will have two hundred excuses for not overcoming
this pitiable condition in faster mode
operation.
I have a request to make. You are free to follow
or skip.
Please call a conference of the MLAs, mukhias,
pramukhs and municipality chairmen, headmasters
and principals of major schools and colleges,
DMs, SPs and education officers, NGOs and
educationists of each district, and appeal to
them to get rid of this problem through their
local formal and informal resources. You promise
to help them wherever the government can, but
tell them, ‘That should not be the excuse.’ Let
them involve all the people of the area, the
educated housewives, educated girls, and retired
headmasters. Let be a movement of unique nature,
a satyagrah to educate everyone. I am sure a
good leadership can do it without getting into
the reasons for not happening so.
Will you please make an attempt, and try to get
a feel of it through your ‘janata durbar’?
Education must be the number one priority. Once
educated the young men at least can find a
better opening wherever they go as they are
already doing today. I wish each of the
panchayat and district could also have number of
skill building informal and formal schools and
some NGOs as certifying agencies.
I wish someone from your office acknowledged
such a letter.
