My Recent Visit to Bihar

Frankly speaking, I did not have a very good feeling about Nitish Kumar's government till now particularly when it is being supported by BJP which is termed as a communal party.

After his govt formation, this was my second visit to Bihar. I had a chance to visit some surrounding villages in Patna district as well.

First welcome change I found was, I could see cleaning of urban drainage systems, probably before the monsoon in Gardanibagh area on my first day of visit, and the garbage kept at the side of the road. I was just thinking it might go again into the drain, because of traffic and oncoming rain and will choke all over the drainage system again.

To my surprise when passing again through those roads the next day, I could see it was being picked up and dumped into a tractor and to find myself in greater surprise was that it was being lifted by automated machines, not manually dumped into the tractor.

It just struck to me, whether I should be happy or sad for those manual labourers who did not get a chance here to work here and earn something, but then consoled positively relating a similar feeling decades back when IT was being launched in India and the fear of losing jobs to computers. Today the scenario has changed and IT has provided more jobs to Indians than feared taking away.

I could witness new highways being built and widening of old highways but somehow the pace at which it was being executed was too slow.

Next 2 days I visited several villages and to my surprise I saw old canals (nahars) which were a very important part of our irrigation system from the times of British being reworked, de-silting being done and again by big earth movers.

On the road I was driving by the side of nahars and in villages, I could see the road was newly built. I guess this was for the first time in my life of 30 years, I saw those roads back to normal again.

And then the thought came over, is it all being done by the Nitish government?

On enquiring, I was told the canals comes under irrigation department of Bihar and was executed by the state govt. The newly roads were built under Pradhanmantri Sadak Rojgar Yojna and people of surrounding villages actually got a chance to participate in Rojgar Guarantee Yojna.

Well, I am skeptic whether how much amount people got from the road construction and how much was pocketed by the middlemen but it was a welcome change to see all this happening where some of us would have lost the hope completely. I don't care if it is coming from the state government or the central government. It would be sane if both joined hands together for the cause.

I also visited one of the land registration office at Bikram where people were being photographed by web-camera and their fingerprints being taken by attached fingerprint scanner. Thrilled again!!

I visited my ancestral village too. Saw a shining transformer at the entrance. I was told power supply is available 12-14 hours a day, another welcome change from totally absent power supply, since I had not seen any transformer in my village since my birth.

At the same time there were few areas, be it road, electricity, unauthorised encroachment that were as before. A lot needs to be done on traffic management front.

I thought of getting few details about the newly opened IT park at Biscomaun so that I could also think of contributing through some investment and help in employment generation but that was futile. Need more smoothening. Will try again.

The internet connectivity is bad and broadband connection loses the meaning of broadband. Heard about IIT and Chandragupta Institute of management on IIMs Lines, AIIMS.

Anyways, there is a little light at the end of tunnel and we should not despair but keep this momentum going and our hopes alive by our efforts towards self-sufficiency in Bihar so that our migrating people don't face atrocities in other states.

Amarendra Bhai, I live in the USA and am going to Patna for three weeks in July 2008. I visit India/Bihar/Jharkhand at least once every two years minimum, and I do agree that there is a slow upward trend of improvements. We have to admit that it has been pulled down so much, that obviously it will first need to re-surface, and then start to grow above ground!! Yes, it does seem that someone has at least lit the light at the other end of the long tunnel!!

Anyways, I am also seriously looking into helping the locality by contributing something in IT field - or something related!! But to do that, I am also looking at promoting education - abolishing illiteracy to the tune we can afford!! I also do NOT care as to HOW the upliftment occurs - State Govt., Central Govt., NGOs, or whatever - basically who cares!! First of all, a big thanks to Amarendraji from bottom of my heart to paint a good picture of our Bihar. Looking from a positive point of view is very important for lifting up the spirits. Problems are there and would remain there, but the question is, is there anything being done to solve these or it has been left for nobody to address. Thankfully, Nitish government has done this. I know what kind of financial and political problems, these people would be facing due to reconstruction and maintenance work. But still they are trying their best to do whatever could be done with minimum available resources. Its not the turn of the medium to stop putting Bihar into news for bad reasons only. Yes Amarendra, I agree with you. Bihar is moving towards a new era, slowly but satisfactorily. I visited Gopalganj and really journey from Patna to Gopalganj was no more bumpy (except few kms). Not only roadways, one can find positive changes in the education system too. The teacher is to students ratio has been increased now. I welcome the Gov.'s plan of recruiting teachers on semi contract basis. It has given job opportunity to educated unemployed. Almost all schools have got new buildings. And not only that some new schools have been opened too. But these newly opened schools are still struggling for a place to operate .I visited two such schools. There is no separate building for them but the villagers are helping them to manage for time being. But I was glad to know that fund for the buildings is waiting. Only the problem is Plot and that also, will be solved soon. It's good.

I think Gov. should revise Power Distribution Plan to ensure proper electricity. Currently we (my home in Gopalganj) are paying some fixed amount (perhaps Rs.60 a month) for unlimited power (provided there is no power cut). I think this system is not efficient. Why one should switch-off his/her fans even if someone is not using them? Electricity should be charged according to consumption. People are ready to pay for it. This may lead to less power-cut. I was really very happy to learn the real developments taking place in our state through the eyes of one of the visitors to this website.

This is really very appreciable of him to have put in his experiences which helps us keep abreast with happenings in our state so that we can take the good and the bad together after a hectic era of hopelessness.

The changes that are taking place may sound very ancient for people living in developed countries but for people of Bihar it is some dream coming true and we all should stand and give an applause and also should communicate to one and all around us so that there is a ray of hope for everyone who is connected to Bihar in one way or the other.

I would urge other contributors to this website to also send in their recent experiences so that we have smile on our faces and feel that Bihar will definitely come out of dark and shine.

I have visited Bodh Gaya few times in past 5 years.

I am from Madurai, and now live in USA. Travel to Bodh Gaya from Patna is very tiresome. I am so surprised, the Gaya Airport, the terminal building is very nicely constructed, but no domestic flights!

I read the runway needs to be improved. But, why not try to get the private airlines to fly from Delhi and Kolkata to Gaya. This will increase the tourist travel from India as well as from abroad, which in turn will help the economy! - Thangaraj Amaran, USA - June 14, 2008
