Academic Anarchy in Bihar

It is most
surprising that University teachers in Bihar
have not received their salary since march 2008.
The previous two months salary they have already
given in income tax clearance. So basically they
are facing acute financial crisis. It has been
learnt that human resource department has hired
a team of 42 auditors and busy in scrutinizing
the budgets of all the universities for the
financial years 2005-07, and 2007-08 at the
behest of Patna high court. However, the process
is still continuing due to alleged
non-cooperation of universities because they
have diverted the fund in different heads and
the amount has not been disbursed to the
university teachers well on time.
Where the teachers are at fault? They have
nurtured their departments and have contributed
in covering the syllabus as per the directive of
the universities and they must get their wages
well on time. If there is any diversion and
against the directive, concerned officers should
be punished. Why the teachers who are the strong
pillars of the universities should suffer for no
fault of theirs.
The Nitish government that they have supported
are suffering without any fault of their own and
the Vice Chancellors and other officers are
cutting the cake on the shoulders of university
teachers.
The government should take all the precautionary
measures before things get worse and entire
contribution of Nitish of two and half years is
vanished. There should also be direct payment
system of permanent teachers because functioning
of the university has become very doubtful these
days. Principals are also getting placement on
high bids and think colleges as a big grazing
grounds. Budget of the department is a far cry,
they want to submit anything on demand by their
own machinery. Under these circumstances when
the top level of the officials are busy in
extracting money from various sources, how do
you expect any development and quality education
in the universities?
